| Pam serves as Councilmember Toni Atkins' representative to City Heights and the liaison to the Asian/Pacific Islander community. Her policy areas and responsibilities include redevelopment, downtown, community and economic development, homelessness, Community Development Block Grants, Chargers/Qualcomm Stadium, schools and education, health and social services, parks and recreation, Multiple Species Conservation Program (MSCP), Americans With Disabilities Act (ADA), women's and youth issues. Pam also manages the District Three website, and produces "The Toni Times" District Three newsletter.
She represents the councilmember at the SANDAG Regional Housing Working Group, Homeless Task Force, City Heights Redevelopment Project Area and City Heights Area Planning Committees.
Born and raised in San Diego, Pam is a graduate of Samuel F.B. Morse High School in southeastern San Diego. She completed her undergraduate studies at the University of California at Los Angeles (UCLA) with majors in economics and political science and a minor in cultural and linguistic anthropology. She has a background in finance and community development banking, having worked at the Port of San Diego and Bank of America, respectively.
In her spare time, Pam enjoys traveling, photography, art exhibits and relaxing at the beach. Also a sports enthusiast, she enjoys playing golf, basketball, football, tennis, pool, and ping pong.
